Deputy Director, Research and Policy (1 Position)

The Commission invites applications from qualified persons for the following positions in the Institute:-      

Appointment to the position will be on contractual terms for 3 years (Renewable) subject to satisfactory performance.

This position will report to the Director of the Institute. The successful candidate will be responsible for providing improved integration of local knowledge and research-based evidence into policy-making.

The Key Responsibilities for this role will include:

  • Providing strategic leadership and direction within the Policy and Research Unit;
  • Formulating and directing the design of a multi-disciplinary research on frontier and emerging issues on jurisprudence and other legal, policy and judicial issues;
  • Leading the development of linkages between research and policy;
  • Contributing to the development of the Institute workplan for area or areas of policy expertise.
  • Researching, writing and developing a variety of reports and documents related to matters of jurisprudence, policy, guidance and standards, including papers for the Commission and its Committees.  
  • Providing information and guidance to management on all policy and standards issues.
  • Monitoring policy, legislative and other developments relevant to judicial practice and the role of the Institute and identifying any implications for the Judiciary.
  • Leading, managing, supporting and motivating  Officers within the Policy and Research Unit
  • Overseeing the day-to day work and workload of Officers within the Policy and Research Unit, and briefing the Director of the Institute on any significant issues.
  • Overseeing the implementation and use of the Institute’s Resource Center and the Judiciary’s library system;
  • Developing tools and processes to ensure high-quality research, policy advisory and capacity development;

The successful candidate must have the following minimum qualifications, work experience and attributes:

  • Masters degree in Law, Legal Studies, Jurisprudence or Social Sciences;
  • Ten (10) years of experience in research especially in legal research design, policy analysis and advisory, five (5) of which must be at a senior level;
  • Advanced knowledge of legal and policy research methodologies, protocols, theories and practices and the principles and techniques of legal analysis;
  • Strong record of professional, peer-reviewed publications, as well as drafting and preparing policy memorandums and briefs;
  • Strong analytical skills;
  • Strong leadership and management skills;
  • Sound judgment and decision making abilities; and
  • Ability to develop and maintain multiple stakeholder relationships.
